The Challenge of Film Industry Payroll
Union payroll rules are notoriously complicated to adhere to — and cast and crew union payroll rules for the film and television industry are likely the most complex of all. With overlapping agreements from unions like SAG-AFTRA, IATSE, the Teamsters, and the DGA, calculating correct pay requires an encyclopedic understanding of contracts that change regularly.
Productions must account for daily and weekly overtime thresholds, meal penalty triggers, turnaround violations, location premiums, residuals, fringe benefit contributions, and dozens of other variables — all of which differ depending on the union, the contract year, the project type, and the worker's classification. Getting it wrong isn't just an accounting error: it's a union grievance waiting to happen.
"The more automated payroll calculations are, the less opportunity there is for errors — and in union entertainment, errors are expensive."
Our Approach: Automation From the Ground Up
Framework Solutions set out to design a cloud-based payroll system that would automate away the complexity. Rather than building a generic payroll tool with union add-ons, we engineered the system specifically around entertainment industry workflows — starting with the union rule engine at the core.
The system ingests digital timecards submitted by cast and crew on set, validates entries against the applicable union agreement, and automatically applies all relevant rules: overtime calculations, meal break penalties, travel and location pay, and fringe benefit accruals. Every calculation is logged with a full audit trail, giving payroll coordinators complete transparency into exactly how each figure was derived.
Key System Capabilities
What the System Handles
- Multi-union rule engine — SAG-AFTRA, IATSE, Teamsters, DGA, WGA
- Daily and weekly overtime with automatic threshold detection
- Meal penalty calculation and turnaround violation tracking
- Location, kit rental, and mileage reimbursement automation
- Fringe benefit contributions per union contract
- Digital timecard capture and validation workflow
- Full audit trail for every pay calculation
- Direct integration with studio accounting systems
Cloud Architecture for Production Mobility
Film productions move fast — locations change daily, crews split across units, and time zone differences create coordination challenges. We built the system on a cloud-first architecture using Microsoft MVC.NET, ensuring that payroll coordinators, UPMs, and department heads can access the platform from anywhere: on set, in the production office, or remotely.
The application supports multi-project management, so production companies running several concurrent productions can manage all payroll streams from a single dashboard without data crossing between projects. Role-based access control ensures that each user sees only what they're authorized to manage.
The Result
Production companies using the system report a dramatic reduction in payroll correction cycles — which historically consumed significant time from both the payroll department and the unions. The automated rule engine catches potential violations before timecards are submitted, not after checks have been issued, saving both time and money across every production week.
For studios and independent producers managing tight budgets, getting payroll right the first time isn't a luxury — it's essential to keeping productions moving and relationships with unions intact.
